HCG levels that are staying the same

I have had 2 previous ectopic pregnancies and the tube was removed that they were in. I had an HCG test done on cd 31 and it was 20 w/ a progesterone of 4.8. on cd 33 hcg was 22 w/ p of4,cd 35 HCG was 21 and p of 0.9. I started bleeding on cd33. Why aren't my numbers dropping if I am having an early miscarriage? Thanks, Leigh
