I believe this is due to fetal breathing movements. Wait until the waves are even ( Chest movements stopped) before measuring the index. I've seen waves like what you are describing, and every alternate wave ( small or tall ) has the same even velocity. But, I have wondered, how a chest movement rate can match a heart rate to produce the same pressure difference for each stroke. Theoretically, this would happen only if the 2 rates ( Chest and Heart) are the same. Unconvinced as I am, and with many shouting for chest movement theory, I have just kept quiet. One vociferous shout for the above theory was from an Australian (application specialist)  based in Hongkong (  Phillip Ram?) with whom I've had long parleys on the particular waveform.
