23 weeks, 'no fluid', on bedrest question

My daughter is in Arizona, on medicaid. She's been leaking what she thinks has been amniotic fluid for almost a month; this was recently confirmed by ultrasound. Her MD told her yesterday she has 'almost no fluid', and to go home and take her temp 4x/day. He says it could be life-threatening to her, and that if she's still carrying the baby in 6 days (at 24 weeks) they'll admit her. She is alone all day while her boyfriend works. She's emotionally fragile, and I'm wondering if there's something my husband and I can do to get her MD to admit her now. I'm confused as to why he doesn't. And will the baby ever really be viable? We are in the eastern U.S., so having a good sense of what is really going on is difficult. Any input is welcomed!
