I'm almost positive we must be talking about labia minora. There is an article in the Journal of Pediatric & Adolescent Gynecology about 2 years ago on Reduction Labioplasty, giving pictures and description of the technique.( I'm at home, and it's somewhere at the office! Darn!)

I have used this technique with good results. Basically it involves removing a wedge shaped piece of tissue from the lower portion of the labia and suturing the one edge to the other, Using a skin marking pencil as an outpatient procedure. Thus the "edges" of the labia are not trimmed avoiding possible scarring. As mentioned, the sitz bath is a girl's best friend following this procedure for a few weeks, but the cosmetic result is very worthwhile.

Regarding masturbation and labial hypertrophy: all patients that I've seen with it have had perfectly good eyesight!
