Evans and colleagues (Detroit), addressed this issue in the State of Michigan about a year or so ago in the green journal (Obstetrics & Gynecology; sorry, I'm out of town and not at my references or I'd be more specific). You might want to look this up as it addressed cost issues - both of testing and not testing.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
