you don't actually disect the ureters, mobilizing the bladder with the lower end of a retractor helps push the uerters lateral and down, in most c-sections its not necessary as along as you don't make your incision too low are have an extension down to the patient's toes. P.S. the most common case of hematuria at my c-sections is catether insertion by the nurses, I kown this because the hematuria is there before I start, and I don't get Urology consults for cases of hematuria after c-section.
