"emergency" OB is the one to back up FPs. It's not a legal thing, if the patient is delivering there anyway. EMTALA deals with transfer of (un)stable patients ("dumping"). What you have seems to be a medical staff arrangement, which implies local politics. And we know what that means to the "new guy."

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
