I agree with Garry she should be delieverd, its a question of whether to induce which may require prostin gel or go to c-section straight off, so basically you need a frank discussion with mom. I don't see the point of sending her home you could make a strong arguement that her chances of ending up with a c-section will actually increase the longer you wait. My personal opinion would be based on the actual NST and pelvic exam, A true non-reassuring tracing with late-decellarations in a primip with an unfavarable cervix equals 90% chance of c-section IMHO.
