The infinitive is the base or root of a verb e.g. "to test". Nothing should split the "to" from the verb, i.e. "to not test" is a split infinitive, but "not to test" is correct. Another common split infinitive is to put an adverb in after the "to" as in "The committee was set up to immediately address concerns...". This should read "..immediately to address concerns..." or "...to address concerns immediately..."
