Wall Street Journal Examines Congressional GOP Support for Loosening Restrictions on Federal Funding for Embryonic Stem Cell Research

The Wall Street Journal on Thursday examined increasing Republican support in Congress for legislation (HR 810/S 471) that would loosen restrictions on federal funding for human embryonic stem cell research (Wysocki, Wall Street Journal, 7/7). The current embryonic stem cell research policy allows federal funding for the research only when the cells are extracted from stem cell lines created on or before Aug. 9, 2001, the date that President Bush announced the policy. The Stem Cell Research Enhancement Act of 2005, which the House approved in May, would expand federal funding for embryonic stem cell research and allow research using stem cells derived from embryos originally created for fertility treatments and willingly donated by patients. The Senate is expected to take up and approve a similar bill. However, Bush has threatened to veto the measure (Kaiser Daily Reproductive Health Report, 5/31). process destroys human life and that it could lead to federal funding for research cloning. Despite Bush's opposition to the legislation, polls show that most Republicans in Congress -- even those who oppose abortion rights -- favor relaxed restrictions on funding for embryonic stem cell research. In addition, many Senate Republicans with undecided stances on the legislation represent states with constituents strongly in favor of promoting embryonic stem cell research, according to the Journal. The legislation could end up in a House-Senate conference committee, a move that could "tempt" the Bush administration to compromise on the issue, the Journal reports (Wall Street Journal, 7/7).
