iv oxytocics for induction

Can anyone help me with the reasonings of NOT using iv oxytoxics in women with intact membranes. I note in the RCOG guidelines that oxytoxics should be used in combination with amniotomy. No reasons given as to why not alone (say in situations when the head is high). A link to references will be appreciated.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit.
