My understanding of the detail of US politics is less than minimal, but you are in danger of confusing politicians with government. The ability of government departments to enact policies and regulations is unrelated to the party in power at the time. If a scheme is good then it should be supported no matter which party brings it in. It is also true that prior to the introduction of the NHS it was widely mistrusted by the doctors of that time, but now massively supported by the doctors of this time. Steve

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
