Hospital Liability Requirement

Heh y'all,
Can anybody direct me to where I can find out about how physicians in
Florida went about getting hospitals to repeal the requirement for proof
of liability insurance to have admitting privileges. In the "old days",
I can see where there was not a big problem with this, but now with
premiums out of control and other avenues available for us as
physicians, this seems to represent restriction of trade or just plain
extortion.
