When I trained in Utah, several hospitals combined to share
cardiovascular services. Effort was taken between several large centers
in order to take advantage of "economies of scale" and to share very
expensive resources. Justice department got involved and after many
years dissolved the service and later went after accusations of pay
scale fixing for nurses in the Salt Lake valley.
In your instance, definitely get legal advice from someone adroit at
such matters. If you pool the resources of your hospitals are there any
competing services in your area that would still exist? I think that is
the basic question.
Good luck
