When I was in Ecuador this summer, doing a gyn/FP/primary care clinic, there were two young women who wanted IUDs. They were 14 and 15. One was 11 days PP, and I think the other was 3 weeks PP, or thereabouts. Both were breast feeding. In the US I would not even consider inserting an IUD prior to 6 weeks, but these young women didn't have many options.
