The government pays for health care for everyone, so there's no fee when going to the doc, for surgery, to the ER, to deliver. The docs receive a set amount of money from the gov't for each visit, and diff amounts for each type of procedure. People also have medical ins through employers to 'upgrade' I guess is the word - for ex. different plans will allow you to have a private room vs. a ward, or pay for physiotherapy instead of out of pocket. There's a lot of ongoing debate about all these issues because some docs try to overbill. There's also a push for user fees, where you would have to pay a set amount 'out of pocket' for each trip to the doc. There are also restrictions for some things, like only one eye exam per year. I know I'm lucky, and just can't imagine having to pay 500 a month just for ins!!! My employer pays my plan, which includes a lot of perks like physio as well as prescriptions.
