Hi Gina!

I also have BCBS and just had a lap out of state and with a non PPO doctor. They covered 60% of the Non-PPO (DR. Redwine's fee) and 75% of the rest (hospital and anesthesia and pathology fees). I'm sure it depends on each plan as to how much they cover, but they shouldn't penalize you just because it is a laparascopy. Good luck and have a good day!
