Kathy,

A tubal ligation won't cause you to gain weight. The BCP pill can cause weight gain in the form of water retention of up to 5 pounds. The hormones in the pill produce a stronger appetite in some women, and can lead to overeating. If that's the case with you, you would probably lose weight when you come off unless you don't change your eating habits.

Being on the pill after 35 can increase your risk for stroke, especially if you smoke. If I were you I would get off the pill. But why not have your partner get a vasectomy instead of you getting a tubal? There are more risks to getting a tubal than a vasectomy, and your doctor should have presented that option to you.
