tuberous breasts

I am 18 years old and have what I've learned is refered to as "tuburous" breasts. They're very small (A cup), my aeriolas are large and there is no fat at the base of my breasts - they just kind of hang. They're also very uneven. They've been like this my whole life. I was wondering if there was anything that could be done other than surgery, which is not an option for me. They look so underdeveloped. I don't mind having small breasts, I just want them to look normal and healthy.
