solid lump

I am 23 years old and one month ago I found a large lump at 12 0'clock on my right breast. About a week later I found another small lump in my left breast. There were no changes before or after my period. I experience no pain but I can see a noticable difference in the size of my right breast. My doctor said it was a fluid filled cyst and he attempted to aspirate the lump on my right breast. There was no fluid in the lump. He scheduled an appointment for an ultrasound and referred me to a surgeon. Does this sound like it might be breast cancer? Could it be that I have fibrocystic lumps without any fluid? My mother nor my sisters have had breast cancer but two of my aunts developed the condition in their early thirties. I started menstruating at age 12. Any help would be greatly appreciated.
