bilateral breast underdevelopment

A girl of age 22 yrs, reported to me with c/o underdevelopment of both breast.She started having her menstruation at the age of 14 which occurs at regular interval with normal flow.Her secondary sexual characters are well developed. She does not seem to have other problem except for the breast hypoplasia.What could be the reason of her problem and how do you think it should be treated.
