[Birth Control] Should my cervix be open or closed while on birth control?

I'm on the contraceptive patch and I want to know if my cervix should be constantly open or closed, if it's only open during my period or if it opens and closes just as if I weren't on birth control. If it's open in the same time as I would have my ovulation, would that decrease the effectiveness rate?
